Poker/Seriousness/(war)???

yesterday i was in a compertion and somebody said to me ,\'this is war\' after a took about 15000 chips from his 60000 stack. I thought he was just playing around and was a little upset, until after 10 minutes i realized that every time i raised or was just involved in a pot, he would be in it and would always try to steal it. I said this to him and he replied, \'i know, i want your chip and ill do what ever it take to do that.
